Eligibility & Conditions
Minutes of Meeting: 14.10.2025Exact text as per the Minutes of Meeting held on 14.10.2025 in the light of Letter No. A/A B-02/2025/6376/J dated 04.10.2025.
On the date of application for stipend, the age must be within 22 to 32 years.
Earlier employed in any Government/PSUs Institution, the advocate will not be eligible for the benefit of Stipend.
Certificate of the Practice/Experience issued by Ld. Advocate of concerned Bar Association with whom the Advocate is attached.
Income of the father/mother must not be more than 12 lakhs.
The Advocate must not be involved in any occupation/ business either in his/her own name or in the name of spouse.
Note: The Advocate must submit an affidavit regarding his non engagement in any occupation or business.
The Advocate must be enrolled with Bihar State Bar council, Patna.
Certificate of active practice issued by the concerned Bar Association must be submitted by the Advocate.
Residential/Domicile certificate of the Bihar State.
The Advocate must do practice in the Court/Tribunal in the State of Bihar.
If the Advocate was earlier enrolled in other State(s) Bar Council and later on he/she is migrated/enrolled in the Bihar State Bar Council, he/she will be eligible for stipend only for the remaining prescribed period.
The Advocate should pass AIBE examination within 2 years from the date of enrollment in State Bar Council.
After one year of taking benefit of stipend the proof of appearance in minimum 5 cases per year must be submitted by the Advocate for taking benefit of stipend for remaining 2 years.
It is compulsory to be the member of the Trustee Committee after passing the AIBE Exam for taking benefit of remaining period of stipend.
The stipend of remaining period will not be provided after statutory period in case of not passing the AIBE Exam.
The Advocate must not be punished/convicted in any criminal case.
Note: The Advocate must submit an affidavit regarding his non conviction in any criminal case.
The Advocate must be a Pan Card holder.
The decision of the Bihar Advocates Welfare Trustee Committee shall be final in the matter of granting or refusing any application regarding the benefit of stipend.
Final Provision:
The Bihar Advocates Welfare Trustee Committee reserves its right to review the scheme and/or to amend the scheme if necessary.
